You can do the same by putting down a black garbage bag, and laying newspaper ontop, and simply changing the newspaper. (the plastic just helps keep it from going thru onto the floor)

Tho technically, it's not a good idea to paper train (or puppy pad train lol) a puppy inside, as it teaches them to potty indoors. It's better to give them frequent breaks outdoors instead. They soon learn that is the only acceptable place to go.

puppy pads are for training your puppy to go potty on the pad and you should take the puppy out regularly and train him to go outside on a schedule basis
