And of course people training dogs to be aggressive will make them more aggressive, especially if its a breed with that tendency. So people are a bigger problem than breed.

Just like some breeds are more active, some breeds are more laid back, some breeds require special grooming, some breeds have stronger herding instincts, and some breeds are more aggressive. (It doesn't make them "evil dogs", but people need to be aware of this trait and handle to dogs appropriately.)
