With that said, one thing that might work best for you is to use a harness and a lead with your dog--a harness will allow you to have better control over your sheltie than a collar and the flexi leads (the ones that wind back into the handle) are great for such purposes. Yeah, you know what.. When you are stupid enough to spank your dog, and then punish him by closing him up, treating him like he is a person or something, there is good reason why he doesn't listen when you call him.

He is a DOG, he needs to be trained and taught to come when called. You cannot punish a dog that does come when called, so when he knows you are going to spank him, why should he come to you? You aren't acting like a person that a dog would want to come to.

PLUS you had your dog off the leash. If you aren't training them to come when called especially, then you have a responsibility to keep your dog leashed when you are in places like that. Leashed in the city etc all the time, but if you have no control, no training in the dog, then you have no business letting him off his leash.. Why.. Cause look what happened. I know this sounds harsh, but you could try a shock collar, just for when he's ignoring you. You of course would have to learn to use it properly, but it's what my friend used to train her dogs not to chase deer on trails. Make sure whenever he does come to you, give him lots of praise and maybe a treat. Also if you haven't done so already, obedience classes would be a good idea too. I've seen obedience classes transform doge in many ways, including shyness, and listening skills.
First, stop mistreating your dog. Don't hit your dog and don't lock him in the bathroom as punishment. He has no idea that he's being "punished," nor what for. All he knows now is that you yell at him, hit him, and lock him away all by himself - are you really surprised that he doesn't want to come to you when you call?
