if you call animal control the dog will be safe but you should call before its to late. the dog can get hurt and that wouldn't be good cause then you'll feel guilty. call animal control you know its the right thing to do . i hope the dog will be ok!

I ran across this website that tells you what you can do to report animal abuse.

It basically tells you to look in your yellow pages under animal rescue or humane society. It also mentions that if you can't find anything that way then to check out petfinder.com or pet911.com and those websites should ALSO be able to help you out!

Oh my God! Poor dog! & good for you for looking out for helpless animals! Call the Humane Society, Animal Control will probably kill it. Explain the situation to them (Humane Society) & see what they can do. I'd go over there & kick the owner's as$ & take the dog myself! People like that should not own animals! Do you know your neighbors? Meaning, do you talk to them & are you friendly with them? If so, have you tried talking to them? Don't tell them that you are going to turn them in, but just be like hey, what the hell are you doing to that poor animal?! What is wrong with you?! Why have a dog if you are going to treat it like that?
