It's like near her genitalia area and its brown, looks like an old pair is hanging. She hard a hard time walking and seems depressed. What can it be?

It is just a pendulous tumor. It is more likely to be benign than cancerous, but it needs to be removed..If it is hanging as a pear, then it likely has a small blood source, and can safely be removed.
