1) Rat them out
2) Beat the crap out of person doing the abusing.
3) Secretly video them and expose their act.
4)...Suggestion here
Surely there are 'Angel' dog lovers out there that could protect other innocent dogs from animal cruelity.
Answers:#1 and possibly #3, but I would definately turn them into the local authorities/Humane Society...and find out where to go from there. No animal deserves to be abused.
1, I'd be tempted to do option 2, but then I'd get arrested for aggravated assault. And option 3 could help fortify you in option 1.

If you know for a fact that an animal is being abused it is your responsibility to contact someone about it. You can call an animal shelter and give them the information and they will go through the proper channels to take care of it without ever letting the person know you had to do with it. If that dog gets injured, permanently disabled, or dies from the abuse, or even if it is so hurt that it becomes fearful of people, could you have that on your conscience?
A. You would call your animal control officer or your local ASPCA and let them know what is going on. Do not wait.
