Allergies can produce all of the symptoms that you are seeing, so hold out. It's good that he still is energetic and playful which means this isn't really effecting him to horribly so the point where it effects his personality.

Wheatens aren't 100% known for lots of medical issues so don't let people scare you with that, some dogs, just like people will have horrid allergies for their entire lives and its hard to deal with but certainly doable. Some dogs need to be on allergic injections, again like people, for their lives too. I know its a hard process but its something that you can certainly work through, just make sure the family knows the puppy can only get his food (although purina does make hypoallergenic treats so he could have those) that way you will find answers sooner.

yes, they could be linked. You didn't mention allergy tests or a specialist which would get to the root of the problem and allow for proper medication. Unless you know what you are fighting it's mostly hit and miss trying meds until you accidentally hit on something that works. allergies sometimes get worse as the dog ages so you should invest in knowledge now and know what you are up against. Canine acupuncture is another option to look into.
You might consider a test for this.
