Sounds like something was bothering the paw (a small insect bite, cut or some type of injury maybe?) and it may have become a habit. If he doesn't want you to touch it and it seems painful, he should see the vet. He might have an allergy. It could be many things!

Usually if dogs lick their paws excessively, this is a sign of allergies. However, if he acts like he is in pain, it could be something else. Best bet would be to have the vet take a look at it so you know what's really going on!

my dog kept licking his paw & eventually it got sore, i took him to the vets & they said it was a grass seed that had gone into his skin & worked its way in, they found the hole & managed to flush the seed out,this is the time of year when it happened

I have that exact problem with my sog whos 5. (Golden) Shes always licking her paw but she dosent growl when i try to touch it. Ive been wondering about this too...
