Sometimes when this happens to them, you will need to take him to the Vet and get an injection of cortisone or something like that to make this stop. That should help with the rash as well. He has to be miserable also. Try a cool towel on his belly during the day to sooth the rash.
You might need to get some help with this one. The Vet will have something to help. He needs to be drinking a lot of water for sure.

If your consented.I would go call a vet to see what is wrong and make an appointment.Hopefully nothings wrong.But it will stop the worries.
If he has only peed once in several hrs I would take him right to the vet. The itching licking and shedding could be allergies but the bathroom thing would concern me enough to take him straight in. GOOD LUCK
