Edit : Yeah, they can and regularly do tie for up to an hour.. I have never had a dog tie for as little as 10-15 minutes.. Your talking at very least 1/2 hour to an hour..

They don't "stick" together, they "tie". Yes, they have to do it. I sure hope you're not BREEDING YOUR dogs if you know so little about it.
Actually, no, they do not have to tie for the female to "take" . The male can ejaculate sperm without the tie. Its not definite, but it can happen. Also they usually arent tied for up to an hour, it's more like 10-15 min.
