How old is your dog? Maybe he's frustrated by not being able to erm. reproduce? Normally its bitches that go off the rails when their hormones are running wild, but it can happen with dogs too.
As for his neck... you really need to take a look at it closely to see whats causing the pain. He might have been in a fight with another dog, another animal could have bit him, he could have been kicked by a human, he could have even been knocked by a car. If you can't console him enough to take a look at his neck properly, I would suggest you take him to the vet. They will most likely have to pin him down to look at him, but at least you know he's in the best place.
