Right before you neuter him. You can explain it, and tell him that the world is full of puppies and the pet population needs to be controlled, and thats why he gets a special operation.

When you feel the time is right. Sometimes s/he'll see something on TV though and you have to give the talk before you're ready... :)
For reasons other posters have covered well, get the dog fixed. Besides, then it won't have as many wandering and behavior problems without compromising its lovely personality.

Never.. dogs are like humans, they don't care about the talk. They'll hump anything
