When to call the ASPCA
I work next door to a family who owns a few dogs. They're outside dogs and roam freely around their backyard and sometimes even shimmy under the fence and come and visit us in our yard. They're no nuisance, so we let them roam as much as they want.
Recently, the owner left a bag of garbage outside on his back porch and the dogs got into it and ever since then, they've been locked in a cage. A cage way too small for 2 dogs to stay in for any length of time. I know that they're in the cage for more than 8 hours a day, as I work 9 hours here at the office and they're in the entire time and they cry all day long. It's heartbreaking to listen to them.
I can't see clearly into the cage but as I said before, they don't have much room, so I don't see how there is any space for food or water. It's also probable that they soil the cage and must stay in the soiled cage until or IF someone lets them out.

This way you can avoid any altercations with the owners next door and they will be unaware of who filed the initial complaint.
Like the Police, every call the ASPCA receives has to be investigated. It is standard procedure, and does not necessarily mean the owner will have the dogs taken away. They will most likely work with him, educate him about the problem, and perhaps issue a fine for a first offense.
If through investigation they find conditions to be inhumane the ASPCA will then enforce further action.
