The only pet shop I can think of is Annie's Pet corner. Her shihtzus are champions and she is one of the most popular groomer in sg. But I'm not very sure if she has puppies for sale.

If you can, do check on the parents to see if they have any skin problems or genetic problems (like spinal problems, see here http://www.gopetsamerica.com/shih-tzu/sh... )
If you are getting from pet shop, check the general cleaniness of the shop (it will give you a general idea how hygenic the caregivers are to the dogs)
