Well...I'd be very careful of a cheap maltese, they usually have very expensive problems. Even if you get one free, plan on spending over $1500 a year for the next 15-20 years just in regular annual expenses.

There are no cheap dogs: you either pay when obtaining the pet, or pay later when maintaining the pet's health due to bad breeding.

You should never get an animal until you are fully prepared to provide for it's needs with your time and money. Dogs cost money. There's no getting around that. You must prepare to pay for food, heartworm preventative, annual vaccinations, dental cleanings, accidents which require vet's care, and grooming. You shouldn't be thinking about getting a dog until you get out of the "cheap" mindset.
