First off, there is no such thing as a "teacup" anything. It's a term that breeders created for animals that are below the size standard for the breed in order to drive up more sales. Don't be fooled. These itty bitties typically have a lot more health issues than just a typical "standard" sized chihuahua.

NEVER purchase a puppy from a pet store. These dogs are obtained from puppy mills where the parents are overbred and inbred with each other creating genetic messes. Puppies from pet stores quite often have genetic problems and health issues that end up costing the owner quite a bit of money. Also consider that when you purchase a puppy from a pet store, you're giving more money to the puppy mills, thus keeping them in buisness.

Purchasing a puppy on the internet is always risky and I wouldn't advise it. You have no way of seeing the parents and picking the pup from the litter itself. You should always see the animals in person before you make a decision. A good breeder will always have a questionnaire and will interview you as well to make sure that you are the perfect owner for one of his or her puppies. A person selling a dog on the internet is just out there to make money and not to better the breed--the pups could be poor quality because of this.
