I agree with your neighbor - bring her inside to have the pups and until the pups are weaned.

Most people set up a whelping box, which is generally an enclosed area with railing sides to keep the pups from going out on their own, away from mom. You can use an X-pen or something similar to confine an area for her and the pups to be in, that's fine. Put down blankets and towels for bedding. A heat lamp can be helpful for the pups as well.

You don't have to wait three months for her to get spayed. The pups start weaning themselves around 5 to 6 weeks old, and around that point, they may start to eat from mom's food. You should start putting out puppy food once they start nibbeling from mom's bowl because that means they're about ready to be weaned.

Pups are ready to go to their new homes at 8 to 10 weeks (2 months) old. At that point, you can get mom spayed.

And this might be a dumb question, but why do you have a dog if you just keep her outside?

Dogs should be in the house period. Your neighbor is correct. I have 4 large dogs and they are all in the house. You sound like a typical backyard breeder. I would suggest you have your dog seen by a vet at least.

You can build her a whelping box in an unused room in your house. The puppies will NEED to be kept warm as they can get cold VERY easy. Outside is too hott right now, I would be afraid they would get too hott. Even a garage with a whelping box would be better than outside, there are so many diseases she and her pups can get.
