As a trainer and having worked with all sizes and breeds it really does depend on what you mean by "SMART".

Nothing beats an Aussie for herding, nothing can beat the nose on a good hound dog for hunting, etc..

Stats seem to show the Standard Poodle VS the German Shepherd when it comes to all around "SMARTS"!

A good GS can do about anything, plus protect you if trained properly! I tend to side on the GS side.mainly due to their ability to be so versatile.

A wolf on the other hand....smarts plus, can figure out about anything on their own...but untrainable in a social sense!!

there is no smartest.but ide say bernese mountain dogs and german shepards.but it is all up the trainer any dog can learn whatever it is taught

herding dogs in general a pretty smart: i've owned a belgium shepherd and an aussie shepherd. they are WAY too smart sometimes :)

I don't know I'm partial to my Yorkie. He has to be the most smartest dog I have ever seen. It doesn't hurt that he's ultra cute! lol
