You CAN brand dogs. I do it. Lots of people do. They normally do not use heat brands. They usually use what is called a freeze brand. You use a brass iron dip it into a pail of dry ice and 99% alcohol or you can use liquid nitrogen, but anyways, dip the brand let it get real cold. Then you need to have the spot where you want the brand shaven or at least trim the hair down very close to the skin. Place the freeze brand on the dog and push lightly. Wait 30 seconds and blamo. What happens is that the freezing kills the color portion of the hair folical turning the hair white. On a dark colored dog the brand will grow back(in about a month) with white hair, clearly showing the identification or ownership of the dog. This technique is also used for horses and cows. AS for dogs, it is usuually done with hunting dogs that are frequently stolen by nut job memebers of PETA, HSUS and other fringe organizations.
