Anyway, dogs bark to alert us and not to talk really. They do not have the mental capacity to talk, but barking comes naturally.

They lack the intelligence to formulate word or sentence structure.
They also lack the bone, muscle and voice box structure to vocalize words/sentences, although this isn't nearly as much the reason as the previous statement of intelligence.
Many birds can say words and fragmented sentences based on an emotion they pickup and use words/sentences to describe them, however most only repeat what they have heard as a means to socialize with humans - even if the words are incorrectly used at the time.
IE: Someone walks into the room and the bird yells, DUMBASS because the bird hears the adult yelling that while watching football games all day. The bird isn't really calling the person a dumbass but it sure is funny :)
