When a dog is living in the full nature, he will lick the other ones in his common herd to make them clean, but also because it is a sort of kissing.
My dog sometimes wakes me up with his licking. He just wants then me to wake up. So maybe it is also a sort of attracting of attention.
I have always been under the impression that puppies licking faces and mouths goes back to wolf cub behaviour. As cubs begin eating solids, they lick at the mother wolf's mouth and she regurgitates food for them to eat.
It's also a very submissive behaviour that dogs do to each other as well. Be interested to hear what other people say.
It's how they tell you they know your the boss of them.
