A wagging tail is an indication of arousal or heightened alertness. The faster the wag, the more aroused the dog is. If the tail is level with the dog's back or slightly below it and wagging loosely, the dog is happy and is saying he is not a threat. The higher the tail is held, the more confident and potentially pushy the dog is; the lower, the more insecure the dog is. Keep in mind that seeing prey or feeling threatened will cause a dog's arousal level to increase. A dog could very well be wagging it's tail while barking at an intruder that it is trying to chase off. The dog would not be happy to see the intruder!
