If the tail is level with the dog's back or slightly below it and wagging loosely, the dog is happy and is saying he is not a threat. The higher the tail is held, the more confident and potentially pushy the dog is; the lower, the more insecure the dog is. Keep in mind that seeing prey or feeling threatened will cause a dog's arousal level to increase. A dog could very well be wagging it's tail while barking at an intruder that it is trying to chase off. The dog would not be happy to see the intruder!
