The same reason they wag their tails when you give them a treat. Dogs want your attention as much (if not more) than they want food. They have learned that the soft voice Baby-talk is a way of us showing affection and including them into our "Pack" which to them is the best thing in the world!
They know your tone of voice is a sweet voice and they wag their tails because they always do when they're pleased
They sense a happy and nurturing tone in your voice, and they think you're praising them.

use a louder and lower tone when disaplining (if you believe in disapline for a dog-which I don't, I use redirection and ignoring)
also use a softer and higher tone of voice when praising or just giving affection
this helps the dog from determining good and bad

Most dogs are like humans and need/deserve attention! They are just like humans, love them and they love you!

A lot of times when you baby talk to the dog you are using positive reinforcement as in congratulating it for a good deed. So, when you automatically use that tone, the dog thinks it has done something good or is getting congratulated.

It's a psychological thing. I think I read somewhere that it has to do with when they were a puppy and they were Baby-Talked quite often. A dog associates the falsetto pitch in Baby-Talk with the good treatment he/she may have received as a puppy.
