In order to get him to stop, make him sit facing away from another dog and let the other dog greet him first. Don't let him get up and sniff until the other dog is done. Then he can approach the other dog, but only in a submissive manner. He is bringing this nonsense on himself with his macho attitude.
The other dogs may be challenging his higher rank - he sounds confident. They may also be trying to get him to play. Some dogs like the more fighting-looking play, others opt for chase. If there is the baring of teeth, however, you've got a problem.
it sounds like the vibe he is giving to the other dogs scare them or intimidate them. try to be more involved next time he meets a dog, and make sure that the other dog's handler is there too. like you said practice will make the difference... if he hasnt been very social with other dogs untill now you might have a bit of a set back untill he learns the rules. i wouldnt worry about it. untill things improove try to avoid other dogs that arent under their owners eye. if you have friends with a dog maybe you could schedule some practice time for him??

Maybe the dogs that bit your dog, were not given by their owners food... Maybe they're hungry and want to eat your dog...
