Because there's no such thing as "non-shed" dog - they ALL shed, just in different ways. Shih Tzus and Bichon Frises are "single-coated" breeds, which means they do not have a thick undercoat, their hair grows more like human hair, but just as even we shed hair, Bishons and Shih Tzus drop hair also. They just do not have a "shedding season" where an entire layer of their coat comes out all at once, like Labradors or Huskies or other double coated breeds.
All dogs lose some hair - and that includes shih tzus, bichons and poodles. They just don't go through the heavy semi-annual shed that most dogs dog. They still lose hair, somewhat like people do - it's not a big deal - just brush your puppy to get the dead hair out.
There is no such thing as a "totally" non-shedding dog. All dogs shed at least a little hair at one time or another, as do humans.
I don't know a lot about the Shih Tzu coat, except you will notice some shedding. The bichon coat IS a double coat, although you won't see any shedding to speak of, expecially if brushed daily, as it should be. The bichon's undercoat should come in later, somewhere during the first 1-1/2 years.
All dogs shed to some extent; all dogs have dander to some extent. I'm not sure exactly what you are asking; I hope I've helped some.
