I don't think she is trying to cover it up....

When she does a pee, she leaves a scent. She then starts to mark the ground as this leaves more information for those dogs who pick up the scent. It will tell them, essentially, that this is her territory and she is not to be messed with.

She is making sure that every dog comes along knows that the pee belongs to her.. She is marking the dirt.

Some do it, some don't.

My theory is that it helps her shake off the drip. (Every female dog and most male dogs I know do that).
All dogs do that... I have a male yorkie and he does the same when he pees or poos
Lots of female dogs do this. Its behavioural, its been said that they try to clean up after them but I don't know if that is true!!
my dog does the same thing. and i think thats just what shes doing. what else could it be?

I think it is like their version of toilet paper.
she does it to cover up the mess she has made - all dogs do it!
She is marking her territory just like males do. When a female scratches the ground she leaves a scent from her paws that says "Hey this is mine" Mine will do it more when she is in heat to attract males to her (Although she will never meet up with one)
It's an instinctive action. Some dogs do it, some don't. It seems to depend on the breed. It think the initial idea is to cover it up, but the instinct is fading.
she is trying to cover it, but if she was in a more natural environment, like the woods, there would be leaves and loose dirt that would move easier. It's an instinct that doesn't translate to grass lawns.
she is trying to spread her scent... if she has peed on the grass, she then scatters it with her feet, so the scent covers a larger area, this is "my territory" keep off. males do it too. or it could be ... "here I am, come and get me" as a signal to dogs of the opposite sex..
Actually, she is trying to 'cover it up' ... because all dogs are descended from wolves and coyotes and the 'cover their excrement' to make it harder to 'track them' by the scent. Because your dog is thousands of generations from those original wolves and coyotes, her 'scuffing' is just a 'tiny remainder' of that 'basic instinct' ... so it isn't 'as effective' as it would be in a wolf or coyote today.
Shes not covering its shes leaving her scent to mark her teritory and spread it around. My dog does it to but he gets mud all up the windows when he kicks the grass! lol
