Answers:Dogs have scent glands in their feet, it part of marking their territory along with the peeing and pooping , and yes females will mark their territory as stubbornly as some males

It's marking territory, so that "scuffing" is part of that "dominance" thing. If you notice, bulls in an arena do the same thing.
My dog Shadow does the same thing. He'll kick up grass and ruin the whole yard and he only weighs 20 lbs.
