Being all tough with the little ones, because he knows they won't mess with him, but he knows it'd be stupid if he got into a scrap with a German Shepherd, or Pitbull.

possibly because it is less afraid of little dogs and more afraid of the big dogs that can challenge it. :)
he knows he can beat or scare litle dogs but he is afriad of the big dogs. he feels like the bully of little dogs but a nerd with the bigger dogs
the same reason you pick on people smaller than you and
avoid bigger people
it's probably scared of bigger things.
