I have a 9 week old Beagle and she will never completely empty her bladder outside. Therefor having to go and pee every 20 minutes however when shes in the house she might have an accident and pee a river. What do I do?

Sounds like she's just being a puppy!
rub her nose in it say no and put her (leave) out side for a while! shell get the idea...
Shes still really young, puppies generally need to be taken out ever half hour.

Your puppy pees so often because his little bladder can't hold all that tinkle. I got my lab puppy when he was 9 weeks old - and we literally had to take him out ever 15 - 20 min. GET A CRATE if you don't have one already! That really helps with housebreaking. Our puppy is 9 mos old now and is nearly potty trained. As he gets older, he will be able to hold it longer. I'm not sure on how you'll know when you can extend trips outside by 5, 10 min, and so on - check out a book about that. We have several "labrador" books - they all talk about house breaking. She is emptying her bladder every time... think of it like this... puppy in TINY! it doesn't take pup long to move water from belly to bladder... and imagine how tiny that bladder is. You're doing good if she's holding it for 20 minutes. Here's what you do. Only put as much water in her bowl as she should drink in one sitting... then, when she is drinking, immediately go the the kitchen timer and set it for 15 minutes or so... when the timer goes off, take her out so that she can go potty. When she potties, celebrate! But!!! Don't celebrate while she's in the act of peeing... quietly tell her she's a good girl... puppies distract easily. when she's finished... then make a big fuss of her potty. At that time, you can start the whole process over... put a tiny bit of water in her bowl. When you hear her drinking it, set the timer... oh, and if she doesn't drink all of what you put inher bowl, pour the rest out until she has pottied like a good girl... this puts you in total control of the training! puppies bladders are so unreliable for many reasons. if you crate train, you should leave them in there an hour less than their month in age... 1 1/2 month old can be in there for 30 minutes, cause thats how long they can hold their urine for. your dog is perfectly normal. when your dog is 3 months it can hold its urine for 2 hours and 5 months old they can hold it for 4 hours... and thats how long you should keep it in the crate. no more than one hour less than how many months it is.
When you take her out, how long are you walking with her? When my shih tzu was that young, we would let her walk around for 20-30 minutes before we brought her in. In that time, she would pee sometimes 3 times. When they are that young, they have tiny bladders and I would take my puppy out about 6-7 times a day. You should also try the crate training. As soon as you take her out of the crate, take her out to potty. She will also have to go as soon as she wakes up from a nap and right after she eats. As she gets older, you will have to do it less.
