With him marking on people you need to make sure he realizes he is a dog and that people are the superior. 1 1/2 he is coming into his own personality he is establishing he is in charge. It could get worse so I would suggest instead of being counter productive on Yahoo I would start with a basic obedience class where he will focus on you being in charge.

It could be a UTI, might want to get that checked out by a vet. Otherwise a Crate Training Refresher Course might be in order. Sometimes they just "forget".

You took his manly hood away.He is still trying to mark his territrory .When they are not neutured they have a stronger scent this is to attract the female and to mark his domain he doesnt smell it anymore so this is a problem for him.You are going to have to clean his old scent out use vinegar and water this will get the scent out and he shouldnt do it again.On people I dont know about this one unless he doesnt care for them to much.

You forgot to tell him he is neutered. Marking territory is his way to tell the females he is ready for them, and for the males to stay away. He thinks you , your house and your friends belong to his pack.

What else is the dog doing when he pees on people? Is he rolling on to his back? If so, he is showing extreme submissiveness. He basically has low dog self esteem.
