If she was badly abused, it could be submissive urinating. She's scared and she's also trying to tell you she won't hurt you, she's being submissive to you.
Try confining her to a particular area where her bedding is. Dogs really hate to soil their personal space where they sleep. Crate training is a great way to deal with this.
To get the dog into the crate, put a favorite food treat as far back in as possible and coax her in. Shut the door and leave her in there. When she starts to whine, bring her out and take her straight outside. Do the same thing with drinking water. In fact, you could hang a water bottle made for crates on hers and let her whine after drinking when she's got to go back out.
For the rest of it, be really gentle with her so she knows she can trust you. And take her to obedience training so she learns good behaviors. Every time she does something good, reward her. Eventually she'll gain trust in you and confidence in her ability to be a good dog and the peeing should reduce over time.
Just be patient with her and give her a lot of time.

Many years ago, when I first came to America, I also adopted a Rottweiler. She was also abused - and became THE best dog for me and my back then little son. She past away of old age in 2004, but we talk about her still every single day.
