Another thing that comes into play is how YOU interact with your dog. How does he see you? Does he see you as his leader in control of him? Or does he see you as his 'follower'? Be a leader, and you call the shots on whether or not he can bark. The moment you see the dog coming towards you, stop, make him sit next to you nicely, and if he even LOOKS at the dog while agitated, simply say 'no' and correct him with the leash. This is a great exercise for you and for him.
Always call the shots on anything. You get to go through the door first and he has to wait his turn, he gets to walk when you walk, he sits politely when you stop, anything. Essentially, teach him manners. I would definitely take him to obedience training to give him socialization and to give you better tips on how to handle him. Good luck.
It sounds like your dog has the need to show his rank in the dog world (that he is the dominant one over all the other dogs out there) and it seems that he was not socialized very well. Dogs are not all what they are cut out to be by their breed. I have 5 Pit Bulls and they are so loving and nice to each other, other dogs, children etc. You just need to take your dog to a professional and get him some good training and stability.
