it's a myth to say a certain breed of dog has more courage and valor than another breed, although it is true that certain breeds have a higher or lower temperament.

your jack russell could be frightened of its surrounding for one or two reasons, its inane personality AND/OR its upbringing/nurture (in its environment)

my dog is the same way, and it's half chihuahua and half terrior, so it kind of looks like a jack russell but isn't!

I have a Doberman that is scared of my neighbors mini poodle. There are exceptions to the rule in every breed because dogs have personalities too. It doesn't mean anything is wrong, he's just a delicate soul.
