She is a submissive peeer. The only way to cure it is to not give her much attention until she is calm. Don't huver over her to pet her and get down to her level. As she gets older it should get better if you remember not to pet her until she is calm. Good luck.

Submissive urination in puppies usually passes when they get older. It's important to keep on socializing her as much as possible, but keep it stress free. Try to keep strangers from going up to her - let her go to them. When she does go to them to sniff, have the person crouch down so they're more at her level, making them less intimidating. It's also important that they not make eye contact with her.

You need her socialized to minimize the chances of her becoming a fear-biter, and by letting her take the initiative, she'll feel more in control of her situation. She'll soon learn that people aren't going to hurt her. It wouldn't hurt to have people offer her a few treats (or you can) after she approaches them on her own.
