There is a difference between submissive urination and excitement urination.
Submissive urination is when your pup cowers with tail between its legs and when a person goes to pet it it will pee.
Excitement urination is when your pup is overly happy and and very excited to see new people enter the house and will pee if he has been petted. You should decide which one it is.
In either case the pups doesn't even realize they are peeing so scolding will do no good. In either case the pup should not be allowed to great new people entering the house. The pup should be ignored and allowed to either calm down or to warm up to the new people.
With excitement you will ask the new people to ignore the pup and not to say or do anything to elevate the pups excitement. Once the pup is calm then only allow petting on the pups side and not his head. Usually pups out grow this with proper training of the above mentioned things.
Submissive is another thing to deal with. Your pup has low self esteems so socializing it to everything will help boost his esteem. Playing and allow the pup to meet all kinds of people and places will also help. A good obedience class will do wonders. Once your pups esteem grown the less it will pee when being touched.
She pees because she gets very exited. there is not realy anything you can do to stop it it is just a phase and will be over soon. If she continues to pee when she gets a little older though ask the vet.
A lot of dogs tinckle out of excitement and nervousness. My weenie dog does it all the time. What we had to do was not pay him any attention and try not to feed the excitement. Eventually he realized in order to recieve attention and petting he had to calm down and relax. That seemed to work. Good luck!
