When potty training, whether in a litter box, pee pads, or transitioning to outdoors, we never give free access to the whole house or even an entire room. Success in potty training requires that access area for play and sleep be confined to a very small area--for a chihuahua, an area of 3 feet by 3 feet is more than adequate with a small litterbox in the corner of that area.
Also when potty training, play times outside of the restricted area should be limited to outdoor walks or brief periods of one on one play with toys away from the restricted area to avoid the typical temper tantrums that go along with potty training. When those temper tantrums do occur, you cannot simply give the puppy free roaming, or you will have canceled out the lesson of potty training.
It doesn't work. Either do the wee wee pads. Get a crate and housebreak your dog properly. Chis are extremely hard to housebreak.

The urine really smells bad, so make sure to change the box often. Or, you can just put a pee pad in the bottom and cover with small amounts of litter and change daily. It's pretty easy.
yes it is possible just need to be vigilant and consistant. its the same as trying to house train your puppy, just go to a litter box instead
My three Chihuahuas are all litter box trained. What I did was if they started to go inside the house I would sternly say no and put them in the litter box. If they had an accident and I did not catch them I would clean it up with a paper towel and put it in the litter box towel and all and that way the scent was there. The pups had never been trained to go outside so they were very easy to litter box train. The mom had been house broken already so I was not going to try to train her to use the litter box but when winter got here she did not like going outside so we changed our minds. She took right to it though since she had used it a few time before anyway since the pups were doing it. Took a few weeks but it happened and it takes time and patience. Good luck!
