Hairspray is a poor choice for stopping a dog attack. At best the smell might gag him. Some of the chemicals in the spray can certainly harm the eyes (says so right on the can).
Pepper spray is the best choice. It will stop the dog and water (or tears) will clean out the spray.
I can honestly say I have never heard of this. I can also say, I have gotten hairspray in my eyes and it wasn't so bad that if I were in a rage, I'd stop.
An attacking dog can go on more than its eyes. It has made its target, can smell it, and is in motion with ferocity. I would doubt that you could stop it with hairspray.

Hairspray contains hydrocarbons in it that can melt into the cornea when it hits the eyes. This can burn the eye and can result in infection.
