Be more concerned for the dog than what the owner would say to you. All you have to say is "I hope you don't think I am interferring, but are you aware that chocolate is toxic to dogs, and can be potentially fatal?". Just say it in kind tones, so as not to offend, but do let your concern for the dog override your concern for the reaction of the owner.

Misinformation. I just told my dad-in-law that they shouldn't give it to their dogs, they didn't know that either. It's like giving avo to a bird!

Chocolate makes the dog get heart fluttering too fast (I don't know the word, too fast heart beatings...) for the dog. The dog can die from the chocolate, but if it isn't too much, your dog won't notice and thinks he ate something really nice like candy.

But I'm not saying now to give your dog little portions of chocolate. Just don't give it to them because it is bad for their health.

Pretty much for the same reason that you may not know something when someone tells you for the first time. I don't think anyone would get offended if you tell them that feeding them the chocolate might kill the dog.
