That depends on if the pet will be going into areas where there are ticks. If yes, then I recommend getting the vaccine.
it depends where you live, are you near the woods, oak trees(oaks carry ticks, and other nasty insects), high mesqiutos, biting flies? if so you should get the shot for your pet. i'd get it anyways just to be on the safe side.
If you live in a city, then I wouldn't worry too much about it. I live in a fairly rural area, and even though my dogs are not allowed to run loose in the woods I still vaccinate them because we have lots of ticks in the area. I also have them tested for both Lyme and Erlichia (another tick borne disease) every year.
It really depends on where you live. If you live in or will be visiting an area where Lyme is endemic then it is a good idea. If you don't, then I probably wouldn't. One thing to note though, even if you don't live in an endemic area you should consider getting your dog tested for Lyme disease on a regular basis. One of my dogs tested positive for Lyme disease last winter and she had not been to an area where Lyme was usually a problem. She never had any symptoms and a one month course of antibiotics cleared it right up. We found it because my vet had recently switched the heartworm snap test to a three-way test (tests for heartworm, lyme, and erlichia).
