Dogs can see colour however limited because they only have two types of cones (colour sensitive photoreceptors). They are colour blind in the sense that they can't see all colours, however they do not only see in black and white.

I believe this is the same case with cats.

"It is not true that dogs are completely colorblind. While dogs do not have the same color vision as humans, they are able to tell yellow from blue. Like a human with red-green colorblindness, they are unable to tell the difference between red and green.

I had a dog who could tell the difference between blue and green balls. I bought 2 brand new balls that were just alike just to test this theory. He loved to play with his blue ball and would mess with any other color and I thought is may be its smell. But of the 2 new ones I bought he still went for the blue one everytime, didn't want anything to do with the green one.
