Answers:If you need to ask this question here, you do not have enough knowledge to be breeding yet. Besides, if it's her second heat then she's not much more than a year old, which is too young for her to be having a litter.
Please do some research on the subject BEFORE subjecting your dogs and puppies to the consequenses of your lack of knowledge.

If he's never been used at stud, he may need your help to get started. Either that or the female's not ready to breed - is she flagging for him?
well there can be a couple of reasons for this.let me list them out for u.
1.)the male has always been with the female in this case the male is sort of bored and wont mount.
2.)the females heat is not proper the best time is arnd the 10 th day.
3.)the male is too young and is not experienced enough..
Im a junior vet and also am a breeder and i have about 50 dogs and this is a pretty common phenomenon..
Maybe he doesn't think she's pretty!!
Are you possitive the male can reproduce??
It won't hurt for her to wait until her 3rd heet. It will give her time to grow and be a better mother anyways.
If both pets are always kept together, sometimes they don't want to mate.

Maybe he wants to do it another way instead of doggie style. Give them some privacy, some doggie treats and let'em go at it!

Your male may prefer other males; your female may not see your male as a suitable candidate for reproduction and is refusing to allow him to mount; both dogs may be too young to reproduce.
