certain breeds were specifically bred for working (malamutes, shepherds, hunting breeds), and even if you keep them solely as pets, they will exhibit these sorts of behaviors. i had a malamute who would literally drag me down the street. i have an Australian shepherd who love to "herd" my chihuahuas around the yard.
If a dog has something to do then, yes, he's a hard worker. (Sheep herding dogs, police dogs, etc.) Otherwise, he's frightfully lazy.
My dogs don't work hard at all. Although they think that they are working hard. When they lay down they let out such a huge sigh that it seems like they've been working for days without a break.
If trained a dog is one of the hardest workers around. Especially guide dogs, hunting dogs, and sheep herding dogs. If not, the answer is no.
If it is asked to be, I think dogs can be very hard workers. Mine just work hard at playing all day and then eating and sleeping. They do work my nerves sometimes though. I couldn't live without them. Their loyalty and heart is obvious. They will try as hard as they can to please their owners.

Well it depends to the dog,,my dog here is kind or "burdo" just simply love to eat and sleep.hehehehehe..but the dog next door ..oh..busy buddy..very restless.keeps on working about dogs life..but still i prefer my dog even she`s a bit lazy because she`s mine.
