Can you take them for walks together? If you can, that would help some. If one is clearly the alpha, you can't be trying to change that - you feed the top dog first, greet him first, etc. Dogs naturally have an order in their pack. You need to be in the alpha position with both dogs under you. If they have a lot of respect for your authority, it might help.
For the older and smaller dog's safety, you really need to kennel one of them when you're not there to watch them. When you are there, use firm commands to let the younger one know attacking is not tolerated. With obedience he should get more confidence, which should settle him down some. You may want to get a behaviourist to teach you how to teach your dogs.
