Responding to another posters advice: Never add more water conditioner than the directions suggest. Overdosing water conditioner can kill your fish.
I agree with the people who said that he could have possibly been shocked. Also, the floating you mentioned can be swimbladder disorder. It will go away on its own. About the shock- maybe the water temperature difference was too great. Leave him alone and don't go over to the tank. Bettas commonly get "depression" but soon snap out of it. Don't worry too much, with some common sense and a bit of luck, you and your betta will pull through. Good luck!
