My tank has been running about 1 month now and alrdy there is brown algae on my plastic plants and it wont scrub of just using elbow grease and tank water.

What else could i try to get it off.

The plants are brand new and i dont wanna keep having to buy new ones nor do i want horrible brown plants in my tank

you could try a 10% bleach solution and soak for 15 min.

Rinse very well under running water and leave to air dry.

You could try bleaching them however it will fade the colour and you could transfer the bleach into the water however well you soak them afterwards. The brown algae has basically died off and stained the plastic. The best thing you can do is chuck those ones then limit the amount of natural light you are allowing into the tank.

I had similar i think it was a mix of over feeding (the food clogging up) plus i had a bit on sunlight on the tank for part of the day.

Brown algae is the sign of of a bacterial bloom, in other words, too much waste. You need to start doing 25% water changes, perhaps every 2-3 days until you get things under control. It will come off with a filter brush. Scrape the glass down too.
