It bacteria that causes fin rot can cause the same type of problem on a fish's scales and that might be what you are seeing. There are a few other potential causes as well, some of which are parasites and some of which are bacterial.
You can treat any of the bacterial problems with Maracyn or Maracyn TC. If this is a parasite problem, you can treat it with Maracide. If you need help figuring out which you fish might have, feel free to email me.
