The rule is one inch of fish per gallon of water. However, neon tetras are small and hardy, as long as there are no other fish in the tank already you should be just fine.

Of course I have 11 finish in 10 gallon tank and those suckers never seem to die. EVER! I'm going on three years now.

Neons also like to school together so a bigger tank would be better. Neons are not hardy fish, but very sensitive. Be careful when adding them. Let them stay in the pet store bag and let it float in your tank for about 25-30 minutes to let them acclimate to the temperature. Your water must also be dechlorinated before adding the fish.
