I was wondering if it might be possible for a beta to be placed in a 20 g tank with a red tail shark, a pair(or if too pushy as a pair a single) blue ram cichlid, or even (dare i ask it) a dwarf puffer. Currently the tank is being cycled and i plan to add a male beta, something along the line of a school of tetra or platies or guppies and what ever from the 3 choices above will go with them.

Bettas can be with other fish but not just any fish. You want to avoid aggressive cichlids and bright guppies.
erm...NO! i recommend starting out with some peaceful fish, like guppies or platies. you could also put some dwarf gouramis, which are very cute and good community fish. just make sure you don't put any big tetras in with long finned species. from your list, i would say... a pair of rams, maybe neon tetra, and platies or guppies(a betta might not be the best idea! they don't know the difference between themselves and a big guppy or platy!). and no puffers! =)
Not with the cichlid or puffer,I don't know anything about the shark so someone else will have to deal with it.A group of neons or glow lite tetras would be nice. Some larger tetras can be nippy with a betta so choose carefully.I have one of my bettas in with guppies but some people report problems with that combination so add them with caution.
