No, fish in fact, do not have emotions. They are cold blooded animals and cannot feel when they are hooked, gutted, or skinned. They squirm around only because of the lack of oxygen. Fish have very small brains and are unable to comprehend feelings or emotions, unlike us, the very complicated human.
Personally, I think they do, even if everyone else says they don't. When two of my goldfish died, my other one looked lonely and sulked at the bottom of his tank until I got him a new friend, and now he swims around happily. I call that the emotion of lonliness.
I'm not too sure why you'd want to skin a fish while it's alive ... but no. It's generally believed that they do not have emotions like happiness and sadness. However ... they do feel pain! So while you're skinning the live fish it can feel the pain caused by your actions.
