Could be a Seahorse. Related to the Pipefish use the tail to hold onto seaweed.

I was thinking seahorse also but they are not "fish".

Porpoises can hold things ON their tails but you said "IN".

I would think it's the Seahorse, but the oceans are so vast there could well be others.
